I don't think this pic is from commission meet. They are in bay ridge in this pic I think the commission meet happened in Manhattan.

I thought it was just Gigante and Mangano, Gotti and Gravano, and Amuso and Casso.

That was in the meeting itself but I believe there were others (drivers, guards, etc) in the building as well.

Guys will sometimes drive around for hours to shake any possible tails. That's why making ceramonys aren't raided.

To add to this it's said Chin stayed at that apartment the previous night to avoid an ambush or any type of setup.

The meeting was in the apartment of Gambino captain Frank D'Apolito's brother. Some of Chin's relatives also had an apartment in the same complex.
