Fatico headed a crew of associates, when he went to prison it was to associate Gotti as the first among equals. He administered the crew, reported to Dellacroce. Also a year after he was formally made, he was official Capo, but Dellacroce was pushing for it ever since Gotti was made but Castellano allegedly thought it was too soon... Joe Sodano in NJ headed a crew of associates, separate from the NJ crew headed by Licata-Caprio. Being a capo, doesn't always mean one has a large crew under him. Some guys like Mike Polizzi were capo but had no crew under them, just had the rank and was direct with the Admin.
Interestingly, in the Castellano faction, when DeMeo got made, he was told by Nino Gaggi that Neapolitans don't rise above Soldier.
