Wasn't Joe Colombo a nephew of the Musacchios? He probably didn't need any outside help getting in. Many members were made after their fathers/brothers were killed, so I doubt that would have been a strike against him given it had happened many years earlier. He seems to have been a major up-and-comer even before being inducted.
At the time Joe Colombo was made, Carlo Gambino was either still a captain or had been recently promoted to consigliere, so he was definitely influential in Brooklyn at the time, but I don't think there's anything out there to suggest he was a factor in Colombo becoming made, though he was a factor in Colombo becoming boss.
