I wouldn't surprised if Teddy became the official boss the moment Andy Mush died. The previous administration had agreed on him as the heir and I seriously doubt that's something he would willingly give up for anyone.

Andrew Russo was a cousin of Carmine Persico.So yes it count because many wiseguys in the family are related by blood to Persicos.
