It doesn't appear they do. Not based in Florida. Even if we assume this is all true, for the sake of discussion, it seems he's taken over a Queens-based crew with operations in Florida. A good example would be the Chilli crew at one time, i.e. NY-based but some associates with the crew were busted in 2009. In fact, I don't think the Bonannos have ever had a crew based in that state.

The Ridgewood podcast guys released a video saying that Scarpo may have this Pete guy confused with someone else.
