It was originally run by Antonino Cecala and included Giuseppe Morello and Tom Gagliano as partners. After Cecala was killed it was taken over by Giuseppe Traina and included members Antonio Paterno, John Cappello, and the DioGuardis as partners or employees, with a Philadelphia branch run by members the Scafidis and Antonino Calio. A Pittsburgh branch was operated by boss Giuseppe Siragusa.

I'm sure it was connected to bootlegging but the NYC and Philly branches continued for decades as legitimate businesses operated by members.
