I'd imagine the percentage incarcerated would still be around 5% when factoring them in. It's a considerable descrease from a few decades ago. In 1993, the FBI calculated that 17.79% of all cosa nostra members were incarcerated:

As far as I'm aware there's no information out there about whether Pelullo was ever re-inducted into any family.
