Depends on who you ask. I think the prevailing evidence points to Ricca. Growing up in Chicago it was commonly thought Accardo was the top guy, and perhaps was towards the end of the 60's and early 70's until Ricca's passing. Ricca was not as commonly known to the general public, but my mom's family was related by marriage (although distantly) so we knew he was important. Also, my Uncle Frank, who is in my avatar picture, was close with both Ricca and Accardo.
