State prison is probably easier than federal prison, but there are still cameras everywhere and dry snitches across all prisons. I would say most mobsters who plan on getting out one day wouldn't risk murdering someone in prison themselves. I don't know.
I was thinking more along the lines of numbers and odds. LCN doesn't really have many members and associates in the NY State system compared to the Federal system. They are far from being a 'dominant force' in the federal prison system regardless, but at least they have members inside, and better chance of having relationships/connections to other people in the Feds. It would still be difficult (and senseless) but they'd have a lot better odds on making a planned hit happen in the Federal system.
To hit Louis Barone in the State system, they'd have to know someone who is both at the same prison as Barone (out of the 44 total in the State), and is willing to catch a murder charge and serve life - or whatever punishment would happen if they already were serving life - and that person would most likely not be a LCN member or associate
