State Prison is def more dangerous than Federal prison systems. I’ve heard stories from guys in State Prison & guys in Feds and State prisons are def much much tougher.

Gohn this is incorrect, ask anyone you know that did time. State prisons are an absolute cesspool, Fed time is much easier especially if you’re white.

In regards to Louie Lump Lump no one touched him because what he did was correct. Circelli was drunk and abusive so he got what was coming to him, regardless of the stripe on his arm.
My bad, I figured state prisons tend to have more violence anyways and poorer conditions, etc. I guess it depends on the prison.

Pennisi said that during his induction ceremony Matty Madonna advised him that if he ever got into a physical altercation with someone, he should kill the person right away. That of course is an empty statement, but I always thought that this β€žrule” was due to the Circelli murder.

Tackling the subject from another angle though - when was the rule observed anyway? I only recall Nino Gaggi and Sammy killing civilians who crossed them, and those guys were Capos and had people around them eager to prove themselves. If you don’t have the juice or you’re not willing to hurt the person yourself, no one will go on a limb for you. You are the β€žman of honour” and you are supposed to maintain your reputation.

State prison is probably easier than federal prison, but there are still cameras everywhere and dry snitches across all prisons. I would say most mobsters who plan on getting out one day wouldn't risk murdering someone in prison themselves. I don't know.
I was thinking more along the lines of numbers and odds. LCN doesn't really have many members and associates in the NY State system compared to the Federal system. They are far from being a 'dominant force' in the federal prison system regardless, but at least they have members inside, and better chance of having relationships/connections to other people in the Feds. It would still be difficult (and senseless) but they'd have a lot better odds on making a planned hit happen in the Federal system.

To hit Louis Barone in the State system, they'd have to know someone who is both at the same prison as Barone (out of the 44 total in the State), and is willing to catch a murder charge and serve life - or whatever punishment would happen if they already were serving life - and that person would most likely not be a LCN member or associate

Gulino was probably killed for a variety of reasons that were stacking up on one another, and putting his hands on Spero was the final straw. It wasn't like he was the perfect protege who did everything right, and he randomly snapped and put his hands on Spero. There's a lot of ways you can disrespect someone's authority besides just touching them, and he was probably guilty of them all
