In 'Tulsa King' the Mafia Captain is released from jail after 25 years, and his NYC Family tell him there is nothing there for him. That could be believed, but to give him nothing but 'Tulsa' does not seem believable. Sure, send him off into exile to plant a flag, but you have to give him a big bundle of money to set up in Tulsa, and for tribute for being a stand-up guy. The Family pleading poverty, while they live in their big houses, just means they have stolen his businesses and money, and are refusing to return to him what was his.
That this Captain just arrives in Tulsa, and almost right away, is able to get a huge sum of money, was not a likely scenario.
A more likely real-life scenario, would be for the Family to send their Captain off with that big bundle of tribute, to then invest in Tulsa, and generate more money for the Family.
The exiled captain could be used to hide money, launder money, or whatever the family wanted.
Naturally, after leaving jail, our Captain is now a reformed character who has turned his back on crime. At least, officially!
The planting of the flag, should be done in very small steps. The wiseguy's ambition was always to open up a small Italian restaurant, or at least that is what he says!
Being the only recognized wiseguy there in the sticks, his Mafia restaurant would naturally become a favourite place to go. It could make some decent money, and some dirty money could also be easily laundered through it.
Gradually of course, a more shady element will start to hang out there, and very gradually, our Captain could start to build up a new crew.
Rewarding a wiseguy who has been loyal in jail, with a city, seems a credible scenario. Of course, as he establishes himself, he would gradually kick-back lots of tribute back to his Family. However, a smart Family would time-limit that, and tell him that after a certain period of time, he would not need to pass on any tribute.
This would work, if it was low-key to start with, as the other Families would not know about this branch office in virgin territory, until it was an established fact. By that time, the flag is planted! When the facts can no longer be hidden, the Commission is informed about the flag, and when the flag becomes a new Family, the Commission is asked to recognize them.
This sort of scenario only works with a wiseguy who has just been released after a long period of jail-time. It would not be cost-effective, for a Family to send any big-earning Captain or Soldier off to some new far-off town. His job is to stay home and earn!
Of course, just as you could reward a loyal Captain with a new town, so too, you could send to him people you want to get rid of, for whatever reason. Guys being hunted by law enforcement, guys who are not kicking in, guys nearing retirement, guys who need to be disciplined and exiled, all these sort of guys, can be sent off for 'redeployment', and maybe a fresh start is just what they need to rise up the ranks. Remember Al Capone was redeployed to Chicago! It can work!
A Family cannot send someone to another recognized territory, or the local Family, and the Commission, would get upset!
