No,he was the street boss in 1983 when Licavoli was in prison.

Thought that was Peanuts Tronolone who was speaking to Tony Salerno for Johnny Keys after the Bruno hit...

He was but Lonardo also traveled to NY to discuss business with Salerno and Funzi Tieri.

I believe that technically Fratianno had given up his "acting unberboss" position when he flipped because Brooklier and Sciortino had gotten out of prison and taken back over from Fratianno and Dragna.
