Baratta was losing his hair back in the 90s so I don’t think it’s him.
I wonder how active Bowat Baratta really is because Pennisi says he’s not sure what he’s up to though he did say Bowat is of the shelf
Semi active like Mario Gigante possibly.The Underboss position was open recently and Bowat wasn’t given the position.
