I unfortunately haven't read The Enforcer, but yes I had heard that Antonio Papalia was sometimes described as a member of the Picciotteria. It seems quite complicated to confirm or not, but he was in any case well connected with Rocco Perri and the Bordonaro & Silvestro families, so why not.
For what it's worth, a few years ago I saw a series of documentaries on the mafia in Canada (I think the name in English was "Crime Stories"), and one of the episodes was about John Papalia. Anyway, in it they said that unlike Antonio, John had been made a "man of honor". I mention these docs because they were relatively well documented (which is quite rare) and people like Humphrey, Nicaso or Edwards were among the speakers.
While we're on the subject of the Papalia family, has it ever been confirmed that the Papalias of Delianuova/Hamilton are relatives of the Papalias of Plati? Even though the two cities are relatively close (39 kilometers/24 miles), I've never seen anything substantial to confirm this.
