There hasn't been anything so far to suggest he was involved. Regarding made guys, the only individuals identified as part of the conspiracy are Pete Casella, Anthony Casella and the elder Narducci.
Frank Narducci Jr also wasn't present at John Cappello's house for the meeting that Scarfo believed was intended to kill him and Chuckie Merlino. According to Leonetti, Scarfo told him those present were the Casellas, Narducci Sr, John Grande, Joseph Grande and Rocco Marinucci.
John Grande had been sponsored for membership by Narducci and was presumably part of his crew. When Narducci was killed, the Grandes were given his numbers operation and inherited gambling associate Bernard Malseed. Narducci's sports betting business was given to Salvie Testa, Joe Pungitore and Anthony Pungitore Sr.
Frank Jr and Phil Narducci inherited the Buckeye Club from their father and it was used as the location for Rocco Marinucci's murder. Frank Jr owned the building and was told to get friendly with Marinucci so he could lure him to the club where the Grande brothers would be waiting to kill him.
