Assuming they have interaction (most likely in prison) a member will recognize another member, as they both belong to Cosa Nostra. But in the mob landscape of today, and interaction with New York, any of those cities you listed above might as well be on the moon.
I'm still waking up at the moment, so maybe I'm completely spacing something, but I don't think we've had a solid report of any making ceremonies over at least the last 20 years outside of families in the Northeast. Which, by the way, has about 90% of the remaining membership in the U.S.
The LCN today is centered around the extended New York metro area, with much less activity in a few other areas of the Northeast, as well as Chicago and Florida. We've seen steady decline in membership in these cities you mentioned for decades. This shows that nobody has had any interest in claiming any titles, making any new guys (who are they going to make?), and starting up again. Not sure why they would do so now.
