The DeCavalcante Family, while primarily based in Jersey, had a faction in New York that was located in Brooklyn and the Upper East Side of Manhattan. The early Caporegime of this faction was Frank Cocchiaro who traced his ancestry back to Ribera, Sicily like most DeCav members. DiBernardo and Cutolo both came up under him but were made into different Families.

I haven't seen those reports myself, though I've seen some about Cocchiaro recruiting a group of tough, younger associates in Brooklyn that presumably included Cutolo. If tht's the case, would seem he transferred to Tropiano at one point as it's been established he was close with him and of course he ended up in that family.

Another who got his start under Cocchiaro in that era was future Gambino member Robert DiBernardo. That would be two major up-and-comers who ended up transferring to other families.
