I have never heard that about Tommy DiNorscio and Joe Perna in particular, but it could be right.
For many years the Philly Newark soldiers reported to Johnny Simone who lived in Trenton and spent a lot of his time in Florida. With these guys operating in an area that was swarming with other families, it must have been difficult having a capo that far away. Something interesting is that DiNorscio associate Pat Kelly who would later turn informant said that DiNorscio's people were reporting to John Simone in the mid-1970s when both Tommy Adams and Jackie were in prison. I believe Caponigro was already a captain by then, but he was in prison/having legal troubles around this time so I believe the crew defaulted back to its original captain Simone given the absence of Caponigro and his top lieutenant DiNorscio. Simone was too far away and too busy to handle the crew, though, so according to Kelly he had them report to Tino Fiumara who was already with the Genovese by then. Some years earlier Simone had apparently saved his associate Fiumara's life by getting him transferred to the Genovese. Seems Simone wasn't against using his allies in New York families to look after his soldiers up there.
I don't think Mike and Ralph Pernas fathers name was Joe. I could be wrong though. The fathers of the Pernas, Taccettas and Ricciardi were all involved in LCN affairs. Mostly gambling in Loan sharking in North Newark area in the 40s and 50s. The fact that they all knew each other and were friendly really has nothing to do with what LCN family they belonged to but rather blood relations and guys from the neighborhood. For instance some of Luccheses guys were very tight with Petey black Campisi because they grew up with him around the block. Also not everyone from the philly Newark crew were tight with the NJ Luccheses...more like the DiNorscio's a few other guys from their area. Scoops Licata wasn't especially tight with them. Licata was much closer to guys like Michael Coppola and Joe Queli in the Genovese crew because he grew up and went to HS with them on the other side of Newark. Your getting that Pat Kelly info from Bobby Covert book? Great book by the way. Gives some insight into lcn affairs around port Newark in the mid to late 70s.
