Joe might of had that in mind when he had them attend, Vinny didn't go, Joe Desi did . Maybe he thought hey, I get Vinny and Joe Desi to attend and if the feds are watching , Or find out then I get 2 Mancuso supporters off my back and off the street on violations , 2 less guys to deal with ! But, Vinny didn't go , And I dunno if Joe Desi is a Mancuso supporter

But he did take over as boss didn't he? With no trouble no shootings no killings nothing. He just called a meeting of all the captains and they voted him in as the boss right? It couldn't have been acting boss because you don't need a vote for that the boss just appoints someone like Mancuso had appointed Tommy D and then Johnny Skyway.

Joe C took over put Zancocchio in as Consigliere and shelved a bunch of guys close to Mancuso, Vinny TV being one of them. Thing is his 'takeover' wasn't official as you can't just vote a Boss out of his position. Seems to me that once he got out Mancuso had the backing of not only his faction of the family but also some or most of the other Bosses who probably reaffirmed him as the official boss which left Joe C and his guys out in the cold. Then Mancuso returns the favor and shelves Cammarano and his top guys.

Could be overactive imagination but that's my theory.

The Bonanno's never fail to entertain.
Johnny Skyway was Mancuso's choice as acting boss after DiFiore went away, but he was busted for violating the condition of his supervised release. Then it was reported Mancuso never really wanted Cammarano as official ub or acting boss, but didn't have much of choice on the matter. According to LCNBios 9 Bonanno captains voted him in as acting boss on March 22, 2015 in a Queens garage.

Then in 2017 GLN reports Joe C had held a meeting of family capos and they voted him in as official boss with Porky as consig. I haven't seen any info confirming the number of captains present for this second vote, which might suggest it was a vote done by faction loyalists only that went unrecognized by some Bonanno family members or the other crime families. GLN describes this vote as "meaningless". To me this situation looks a lot like the feud between Rastelli and Galante without the bloodshed.

Badalamenti was/is one of the top guys in the family and probably the most powerful Bonanno in all of Brooklyn so him not being at any of those meetings or the Christmas party is definitely interesting and could be explained away many different ways one of which is he was shelved at the time. Also remember that there was 2 separate factions at one period, one with Zancocchio as Consigliere and the other with Badalamenti as Consigliere. It's possible that Badalamenti was considered shelved by the Cammarano/Zancocchio group but not by the Mancuso/Badalamenti group.

and this from LCNBIOS

- Carrube witnessed firsthand the tension brought about by recent changes in leadership: "Bosses were coming and going, and they were getting mad that they were going, and people were going on the shelf, and people were coming off the shelf, and there were all kinds of things."

So Badalamenti having been shelved by Cammarano is not a far fetched theory.
I understand what you're saying. My opinio is that Badalamenti's absence from those meetings is tied with their disagreements and factional splits. As you said, Badalamenti has been a very influential guy, especially in the last decade or so. If Joe C managed to put him on the shelf, I doubt he would've had much trouble in taking over as boss. When was Badalamenti ID'd as consigliere? Meringolo's musical consigliere statements during the trial or there's something more?

Several guys got sent back to prison for attending those meetings same for the christmas party. If being on supervised release was a good enough reason to not show maybe more of them wouldn't have.

And for the record I'm not saying this guy was on the shelf I'm just saying it's possible he was.

He might have been persona non grata with Cammarano loyalists, but in my opinion neither Joe C nor Porky had the power to put Vinny TV on the shelf. If they could do so, their coup attempt would've been successful.

He also had a stroke around that time.

Important to note, he was back at his social club the moment his conditions ended. He was playing it smart.
