If Joe C managed to put him on the shelf, I doubt he would've had much trouble in taking over as boss.
But he did take over as boss didn't he? With no trouble no shootings no killings nothing. He just called a meeting of all the captains and they voted him in as the boss right? It couldn't have been acting boss because you don't need a vote for that the boss just appoints someone like Mancuso had appointed Tommy D and then Johnny Skyway.
Joe C took over put Zancocchio in as Consigliere and shelved a bunch of guys close to Mancuso, Vinny TV being one of them. Thing is his 'takeover' wasn't official as you can't just vote a Boss out of his position. Seems to me that once he got out Mancuso had the backing of not only his faction of the family but also some or most of the other Bosses who probably reaffirmed him as the official boss which left Joe C and his guys out in the cold. Then Mancuso returns the favor and shelves Cammarano and his top guys.
Could be overactive imagination but that's my theory.
The Bonanno's never fail to entertain.
Johnny Skyway was Mancuso's choice as acting boss after DiFiore went away, but he was busted for violating the condition of his supervised release. Then it was reported Mancuso never really wanted Cammarano as official ub or acting boss, but didn't have much of choice on the matter. According to LCNBios 9 Bonanno captains voted him in as acting boss on March 22, 2015 in a Queens garage.
Then in 2017 GLN reports Joe C had held a meeting of family capos and they voted him in as official boss with Porky as consig. I haven't seen any info confirming the number of captains present for this second vote, which might suggest it was a vote done by faction loyalists only that went unrecognized by some Bonanno family members or the other crime families. GLN describes this vote as "meaningless". To me this situation looks a lot like the feud between Rastelli and Galante without the bloodshed.
