Yep guys are not afraid of the Canadian justice system and that's the biggest factor I think. Plus I'm not sure their gangsterism charges are even close to what we have with RICO charges.

Because Mafia murders are seldom solved on DNA evidence. They are solved more through investigations, wiretaps and testimony from informers. I’m going to say incompetence and unprofessionalism plays a part also. The GH Combined Forces Special Enforcement Unit, which collated a lot of this intelligence and dealt with CI’s disbanded. This was an important tool in combating TOC. The official line for closure was ‘operational difference’, the actually reason was officers behaving like children.
