I can’t find anything on DiBenedetto running the Lucheses in the absence of Madonna and Crea, so I'd be very doubtful about that claim. This is what I have found from some quick research:

This Week in Gangland, 25 May 2000:
Three reputed Luchese mobsters named Joe were charged last week with making extortionate loans to thee John Does over the past four years.
He Luchese Joes – a capo and two soldiers, on the son-in-law of jailed-for-life family boss Vittorio (Vic) Amuso – made $35,000 in loans on Wall Street and in Red Hook, Brooklyn in 1996, according to a five count federal loansharking indictment filed in Hauppauge, Long Island.
Capo Joseph (Joey Flowers) Tangorra, 50, of Bensonhurt, Brooklyn, as the main source of the funds and headed a Brooklyn-based mob crew that operates throughout the metropolitan area, according to the indictment.
Amuso’s son-in-law, Joseph (Little Joe) DiBenedetto, 31, of Howard Beach, Queens, and Joseph (Joe the Ironworker) Fama, 34, of Staten Island, extended the loans and served as collectors, the indictment said. DiBenedetto and Fama also branched out on their own in 1998, extending a $5000 loan to a customer during a transaction worked out in Fama’s home, according to U.S. Attorney Loretta Lynch.
The men pleaded innocent before Judge Leonard Wexler and were released on bail packages secured by properties posted by friends and relatives. If convicted, they face 20 years in jail and $250,000 in fines.
This Week in Gangland, 07 Jun 2001:
The reputed mobster son-in-law of jailed-for-life Luchese boss Vittorio (Vic) Amuso was charged last week with stealing millions of dollars in labor racketeering and embezzlement schemes in the construction industry.
Joseph (Little Joe) DiBenedetto used mob muscle and post as a union official to gain payoffs and steal pension and welfare funds from a host of construction workers’ unions from July, 1995 until May 17 of last year, the indictment said.
Using various mail fraud, wire fraud and extortion schemes, DiBenedetto and five associates ripped off pension and welfare funds of union carpenters, ironworkers, bricklayers and cement workers, the indictment charged.
At their arraignment, assistant U.S. attorney James Miskiewicz notified the defendants that during a lengthy FBI investigation, many were overheard on tape recorded conversations that would be used at trial.
DiBenedetto, 32, used his position as a shop steward in Local 20 of the Cement and Concrete Workers Union and the mob clout of Luchese capo Joseph (Joey Flowers) Tangorra, 51, to pull off his scams, the indictment said.
This Week in Gangland, 18 Sep 2014:
In 2005, [Judge Leonard Wexler] gave Luchese soldier Joseph (Little Joe) DiBenedetto, the son-in-law of family boss Vittorio (Vic) Amuso, 56 months for a racketeering-extortion conviction and ordered him to make restitution of $102,000.
BOP lists DiBenedetto’s release date as 28 Oct 2008.

DiBenedetto, identified at this point as a Luchese capo, was present at a 2016 Christmas Party at Matteo’s in Howard Beach along with about a dozen others. Attendees included Gambino soldier Frank Radice, and Gambino capo and John Gotti-pal Caesar Gurino.

Pogo’s 5 Families Making Ceremonies thread has DiBenedetto listed as being made around 1995 or 1996.
