Cannot imagine a USP. FCI I CAN SEe handling ok but USP looks fucking terrifying.

Chierchio is on the hook for 26mill in restitution.

What happens if guys fail to pay restitution owed? Are they charged with another crime (failure to pay a court order or something)? Charged interest perennially and whatever income is sized by government in perpetuity or until repaid? Can they declare bankruptcy?

No bankruptcy. However, you make the payments the BOP says that you can make. For example, whatever job Chierchio gets when he is released, the G will have him complete financial affidavits and then require him to pay back a percentage based upon his income. He's be wise to simply make those payments regularly every month. Martino made his regular payments yet still seemed to be out there earning large amounts of money.

Not that I’m aware of as I don’t think it can be discharged in bankruptcy.

It will be a judgment against your estate when you pass away. Not dischargable unless you are pardoned.
