Correct. There are literally hundreds of Gangland killings going on every year in places like Chicongo, Philly, Baltimore, Detroit, etc. Most of which go unsolved. It can still be done if you are willing to do it.

I do think "yesterday's suspect is tomorrow's victim" plays a large role in that though.

It's a lot easier to get away with murdering a small fry gang member, as a small fry gang member, in a poor run-down area where the police is understaffed/underfunded/don't care, where there is a general culture of never snitching even for people who have nothing to do with crime, as opposed to getting away with murder in the heart of New York when the FBI is constantly breathing down your neck.
