They do have a structure but they tend to be much less organized than their white and hispanic counterparts. The lifers tend to have more status on the yard than the younger inmates which is of course true in prison in general. For example, the Black Guerrilla Family, the most well known black prison gang, have power mainly in the federal system and in the Maryland state prison system. Unlike the the Aryan Brotherhood and the Mexican Mafia, originally when the gang started in the California prison system you had to be a lifer to become a member, the goal was always quality over quantity. However, at some point in the late 1980s or early 1990s the BGF split. Half the membership followed the old school black militant ideology and the other half were typical gangsters. Furthermore, the BGF never had much luck spreading to the streets in California, however they have spread onto the streets in Maryland because they tend to follow the faction of BGF that is more about selling drugs and basically being a thug.

In prison systems such as New Jersey and New York gangs such as the Bloods often dominate the black inmate and often times the rest of the prison population as well. Basically, black prison gangs are more about making money than they are enforcing rules with the other black inmates. The whites and latinos although they do sell dope, they are very big on rules and structure. Of course there are exceptions, but I would say overall black prison gangs tend to not be as organized or disciplined as other ethnic prison gangs.

Anything black in the U.S. criminal wise is going to be less organized and structured, bottom line.
