Law enforcement sources in New York tell Gang Land that underlings of Mikey Nose Mancuso, who is serving a 15-year-plea deal for the same murder for which his predecessor acting boss Vincent (Vinny Gorgeous) Basciano is doing life, are also paying close attention to developments north of the border.
The article was from 2012, and you know that. Your original point was that the article was from 2009.
You're right, I didn't notice the date, I put 2009 in the search bar so I assumed that when the article came up. My mistake.

It was first revealed that he was acting boss in 2012 but he could well have assumed the title before then. Here’s a quote from a 2012 Gang Land article that sums it up:

Sources say that while Vincent (Vinny TV) Badalamenti has been functioning as the Bonanno family’s main man since Montagna was deported, Mikey Nose is viewed as the wiseguy who is pulling the strings for the crime family, despite his confinement at the medium security prison in Edgefield until March 2019.
“He’s the (Bonanno) mobster with the most clout right now,” said one knowledgeable Gang Land source, adding: “The other guy (Badalamenti) is more like a street boss.”
Ok I've seen before where Mancuso could of been boss before 2012, and it's definitely possible. Maybe he didn't become official until 2012 or nobody knew he was boss until 2012. Thats definitely possible.

Chances r that basciano had power till 05 or 06. Then sal montagna ran the show till 09. And then id say mancuso took over. That’s my take.
There was a ruling panel after Montagna was deported, followed by Vinny TV Badalamenti as acting boss.

They had acting bosses and at times ruling panels in that time period. Mancuso was acting boss after Basciano went to jail.
