Also, what does it mean when it’s the shape of a light bulb on the left side? And why is sometimes it a rolling red as opposed to when it Blue ?

Fellows, I’d like to ask about a few things. What is the little red start on the left side inside the circle mean? Also, what does it mean when the circle is “rolling” as opposed to when it’s stationary?
